“Some schools are paying a whole lot more for players than others. We certainly have a cap and a budget, and we've got to stay within that. We put a value on every position. We'll put a value on a projection of, is he a starter or is he a potential backup, or where we think he'll be at a depth chart. All that goes into our offer.”
